Suspension of Certain Signage and Parking Codes for Grocery and Pharmacies

For the duration of the emergency order, the Suspension of Certain Temporary Signage and Required Parking Codes for Grocery and Pharmacy Store Operations within the City of Torrance.  These temporary measures include:
  • The allowance of additional hours of operation and the incorporation of designated hours of operation to accommodate elderly and special needs populations (including the disabled and pregnant women) as defined by the Los Angeles County Department of Health.
  • The Allowance of up to 5 Temporary Inventory Storage Containers in associated Parking lots to accommodate additional inventory Capacity. Temporary Generators to support refrigerated storage may be incorporated if located a minimum of 300 feet from the nearest residential uses.
  • The allowance of up to 25 Required Parking Spaces per operation to accommodate the use of Pick-Up orders.
  • The allowances of temporary signage and pavement markings to designate the service and identify the location of pick-up parking spaces.
  • The allowance of banner installations without permit and/or the use of digital message boards to communicate to patrons the availability of new emergency services and hours of operation.
Secondly, all available non-essential City personnel and fleet vehicles be repurposed to handle delivery of this information to all Grocery and Pharmacy Operations within the City of Torrance within the next 24 hours and make ready the City’s delivery support apparatus to be in place come Monday, March 23rd, 2020.
The Economic Development unit will provide a central phone number and e-mail for this program. All participating operations will need to contact this central point of contact indicating their interest in participating in this program, provide a specific parking lot location where they will load the delivery orders into the City vehicle and provide the City employee with a physical address(es) within the City of Torrance for each delivery order. City staff will complete the order delivery by placing the delivery at the doorstep of each order, completing either a door ring or door knock and verbally announce the delivery. The City employee will take a photo and send to a central City created e-mail account to record the delivery completion. Where possible, the City Employee will wait for the resident to respond to the door and receive the order. It is further recommended that each City employee participating be provided with disposable gloves, hand sanitizer and be equipped with a smart phone.  
What Grocery Stores will need to provide to City
  •              Sealed Delivery Orders
  •              ID an area where to pick-up
  •              Addresses of delivery locations
Logistics the City will need
  •              Which City Fleet Vehicles & Personnel
  •               For CDD/Code Enforcement, Planning and Inspector Vehicles. Total of 12 Sedans and 11                     trucks with open truck bed.
Each department will need to maintain their Vehicles Gased/Charged
  •              Disposable Hand Gloves, Sanitizer and a Smart City Cell phone
  •              Institute a Doorstep drop Offs requirement for deliveries
