SOUTH BAY WORKFORCE INVESTMENT BOARD
The South Bay Workforce Investment Board's goal is to provide essential workforce services to support the public during this health crisis. They provide resources to employers, employees, and job seekers as well as resources for residents.
LA COVID 19 RELIEF FUND
In response to the devastating effects that COVID-19 is having on the local economy, the County of Los Angeles and the City of Los Angeles, in partnership with institutional and corporate philanthropy, have come together to create the LA Regional COVID-19 Recovery Fund. The regional fund will offer loan and grant resources to micro-entrepreneurs, small businesses, and non-profits.

THE CALIFORNIA REBUILDING FUND
The California Rebuilding Fund is a loan program to support California's small businesses - especially those located in economically disadvantaged and historically under-banked areas of the state. Businesses who employed 50 or less full-time equivalent employees (FTEs) and had gross revenues of less than$2.5 million or below in 2019 are eligible to apply. The loans are flexible, transparent and are designed to help businesses access the capital and advisory services they need to get through these challenging economic times. Please note: this program is not associated with the federal Paycheck Protection Program (PPP) or any other SBC program. The loans are not forgivable in part or whole. Tax Relief for Businesses Impacted by COVID-19
In April 2020, the Governor, through Executive Order, allowed taxpayers to apply for penalty and interest relief for 90 days for any taxpayer reporting less than $1 million in sales on their tax return. Through November 22nd, some 9,287 plans with almost $149 million in tax relief have taken advantage of this program.
The Governor will direct the California Department of Tax and Fee Administration to do the following:

The Governor announced the creation of a $500 million COVID Relief Grant administered by the California Office of the Small Business Advocate (CalOSBA) at the Governor’s Office of Business and Economic Development for small businesses that have been impacted by COVID and the health and safety restrictions. Funds would be awarded to selected intermediaries with established networks of Community Development Financial Institutions to distribute relief through grants of up to $25,000 to underserved micro and small businesses throughout the state by early 2021. Non-profits would also be eligible for these grants. CalOSBA is establishing the program and will make it available to small businesses as soon as possible - for updates on availability visit here.

- Provide an automatic three-month extension for taxpayers filing less than $1 million in sales tax on the return and extend the availability existing interest and penalty free payment agreements to companies (with up to $5 million in taxable sales)
- Broaden opportunities for more businesses to enter into interest-free payment arrangements.
- Expand interest-free payment options for larger businesses particularly affected by significant restrictions on operations based on COVID-19 transmissions.

KEEP LA COUNTY DINING GRANT PROGRAM
In an effort to assist restaurants affected by the COVID-19 restrictions, Los Angeles County is launching the Keep LA County Dining Grant Program. The Program is only available to small businesses located in Los Angeles County, not including the Cities of Los Angeles and Pasadena, that can show their business was impacted by COVID-19. Businesses that have already received assistance from other Los Angeles County CARES Act or COVID-funded programs, are not eligible for this Program. Restaurants that provided outdoor dining as of November 24, 2020, will be given preference and selected based on order of submission.
Eligible businesses can receive $30,000 for Working Capital Assistance.

SOUTH BAY RESTAURANT GRANT
The Volunteer Center South Bay-Harbor-Long Beach, in partnership with Supervisor Janice Hahn's Office, is offering grants up to $5,000 for restaurants in the South Bay region that have been hard hit by the COVID pandemic. The goal of the broader program, which includes additional nonprofits covering other areas, is to help restaurants throughout the entire Fourth District of Los Angeles County while also providing meals to individuals and families in need. Funding is provided by Supervisor Hahn's office.
Applications are due no later than Monday, 1/11/2021 at noon but should be submitted as soon as possible because grants will be awarded to eligible applicants on a rolling basis until all funds are expended.

Restaurant Recovery Virtual Summit
El Camino College and its Small Business Development Center presented a no-cost, 2-day virtual summit, entitled: How Your Restaurant Can Recover and Bounce Back Stronger in 2021! We heard from leaders in the field who have worked in the trenches on Covid-19 recovery strategies in Southern California. Speakers gave insight on what kind of strategies work, and what strategies don't work. 90 information-packed minutes of discussion on each of two days will focus on real-world initiatives that City Governments in Southern California can use in working with food businesses, Chambers of Commerce, and Business Improvement Districts.

U.S. Small Business Association Re-opening Paycheck Protection Program
The U.S. Small Business Administration, in consultation with the U.S. Treasury Department, will re-open the Paycheck Protection Program (PPP) loan portal to PPP-eligible lenders with $1 billion or less in assets for First and Second Draw applications on Friday, January 15, 2021 at 9 a.m. EST. The portal will fully open on Tuesday, January 19, 2021 to all participating PPP lenders to submit First and Second Draw loan applications to SBA.

Starting Thursday, January 28th, The Los Angeles County Development Authority will launch an affordable and flexible business loan program to support and help stabilize businesses in the region. Small Business Stabilization Loans range from $50,000 to $3 million, and can be used for working capital, equipment purchases, inventory, or refinancing of existing loans at higher interest rates.

RESTAURANT REVITALIZATION FUND
SBA Administrator Isabella Casillas Guzman today announced the U.S. Small Business Administration will begin registrations on Friday, April 30, 2021, at 9 a.m. EDT and open applications on Monday, May 3, 2021, at noon EDT for the Restaurant Revitalization Fund. The online application will remain open to any eligible establishment until all funds are exhausted.
Established under the American Rescue Plan, and signed into law by President Joe Biden on March 11, 2021, the Restaurant Revitalization Fund provides a total of $28.6 billion in direct relief funds to restaurants and other hard-hit food establishments that have experienced economic distress and significant operational losses due to the COVID-19 pandemic. This program will provide restaurants with funding equal to their pandemic-related revenue loss up to $10 million per business and no more than $5 million per physical location. Funds must be used for allowable expenses by March 11, 2023.
In preparation, the SBA recommends qualifying applicants familiarize themselves with the application process in advance to ensure a smooth and efficient application experience, specifically by:
- Registering for an account in advance at restaurants.sba.gov starting Friday, April 30, 2021, at 9 a.m. EDT.
- Reviewing the official guidance, including program guide, frequently asked questions, and application sample.
- Preparing the required documentation.
- Working with a point-of-sale vendor or visiting restaurants.sba.gov to submit an application when the application portal opens. [Note: If an applicant is working with a point-of-sale vendor, they do not need to register beforehand on the site.]
